What we see is that anything is possible and with the right incentives it happens faster. In CA they tried the opposite approach mandating that manufacturers must produce X amount of electric hybrids, Fuel Cell Cars by a certain date. They had to back track or be without the sales tax revenues from car sales and some 400,000 lay offs.
